Restrict right to delete or modify

My team is on Windows Server 2016 Datacenter. All users share a folder. The shared folder contains many subfolders. For all users I want to ALLOW READ of everything and ALLOW CONTRIBUTE of anything. I want to PREVENT DELETION and PREVENT MODIFICATION by certain users, even if the user wants to delete or modify a file created by that user. Is this possible?
