I have recently built a new Server 2012R2 machine from scratch. Everything seems to be running fine, except for Windows Updates, which from the start has failed on me. I have attempted various remediations that I've found here on TechNet and on a few other sites - it seems like the problem is fairly common, but none of those solutions worked. Here's a brief as to what I tried:
1) Make sure I have a fully working network - proxy settings (required from above) are good, and the system is able to browse the net freely. Even did a netsh command to make sure the system proxy is imported (though if you query it on that and any other machine in my system it never returns this data - though all machines DO work fine)
2) Check and make sure Windows Update service is running - it is, nothing wrong there.
3) Firewall - Windows Firewall was online. I turned these off (we usually use McAfee on our systems but we're not at that stage yet)
4) Clear Software Distribution Cache - I've seen this done to solve various issues with updates, and others suggested (and claimed it worked) for this issue. I did the steps, clearing the folder (and on another attempt, completely removed it) but that did not work.
5) Run the Windows Update Repair Utility - This DID find issues, claims it fixed it, but did not actually fix anything. Curiously, if I run the Repair utility back-to-back, it finds the same errors and still claims to fix them.
6) Manually review the windowsupdate.log file - Here be dragons. A few things jump out:
FATAL: CNetworkCostChangeHandler::RegisterForCostChangeNotifications: CoCreateInstance failed with error 80004002
That's probably not a good thing.

This seems to be a SID, though before those FATAL errors show up there is this: Got 9482F4B4-E343-43B6-B170-9A65BC822C77 redir SecondaryServiceAuth URL: "117cab2d-82b1-4b5a-a08c-4d62dbee7782"
So this failed service opt-in is some kind of SEcondaryServiceAuth URL. Reminds me of an IPv6 address, chunked up differently.
FATAL: GetClientUpdateUrl failed, err = 0x8024D009
This seems bad, but directly below it I see:
Skipping SelfUpdate check based on the /SKIP directive in wuident
SelfUpdate check completed. SelfUpdate is NOT required
Which seems to imply that maybe this FATA 8024D009 isn't that big of a deal.
Then:
FATAL: ProcessCoreMetadata did not return any update to be committed
Don't know what that's supposed to mean. On the surface it's just "nothing came back", but if that was normal it probably wouldn't show "FATAL".

Anyways, I've run out of ideas, though as shown I have at least tried something before coming here. I seem to vaguely remember running into this back in Server 2008 days, but the remediation was proxy related - not the issue here. Every other server has the same proxy setting, but work fine.
Also worth noting is that as I follow up on people having this issue, their using WSUS comes up frequently. WSUS isn't active on our network, though we *are* working on a server. Currently, exactly one test physical workstation has a policy that pushes the connection string to this WSUS, and this server having update issues is *not* it. No other server is impacted by our up-and-coming WSUS server being on the network - they all patch fine. It may be some time before we get this WSUS actually operational, so in the mean time manual patching is the name of the game, so this does need to be resolved.
Below in a code block is my windowsupdate.log. I've purged it and tried running this again so this represents one failed attempt from a completely blank log.

I have recently built a new Server 2012R2 machine from scratch. Everything seems to be running fine, except for Windows Updates, which from the start has failed on me. I have attempted various remediations that I've found here on TechNet and on a few other sites - it seems like the problem is fairly common, but none of those solutions worked. Here's a brief as to what I tried:
1) Make sure I have a fully working network - proxy settings (required from above) are good, and the system is able to browse the net freely. Even did a netsh command to make sure the system proxy is imported (though if you query it on that and any other machine in my system it never returns this data - though all machines DO work fine)
2) Check and make sure Windows Update service is running - it is, nothing wrong there.
3) Firewall - Windows Firewall was online. I turned these off (we usually use McAfee on our systems but we're not at that stage yet)
4) Clear Software Distribution Cache - I've seen this done to solve various issues with updates, and others suggested (and claimed it worked) for this issue. I did the steps, clearing the folder (and on another attempt, completely removed it) but that did not work.
5) Run the Windows Update Repair Utility - This DID find issues, claims it fixed it, but did not actually fix anything. Curiously, if I run the Repair utility back-to-back, it finds the same errors and still claims to fix them.
6) Manually review the windowsupdate.log file - Here be dragons. A few things jump out:
FATAL: CNetworkCostChangeHandler::RegisterForCostChangeNotifications: CoCreateInstance failed with error 80004002
That's probably not a good thing.

So this failed service opt-in is some kind of SEcondaryServiceAuth URL. Reminds me of an IPv6 address, chunked up differently.

This seems bad, but directly below it I see:

SelfUpdate check completed. SelfUpdate is NOT required
Which seems to imply that maybe this FATA 8024D009 isn't that big of a deal.
Then:
FATAL: ProcessCoreMetadata did not return any update to be committed
Don't know what that's supposed to mean. On the surface it's just "nothing came back", but if that was normal it probably wouldn't show "FATAL".

Anyways, I've run out of ideas, though as shown I have at least tried something before coming here. I seem to vaguely remember running into this back in Server 2008 days, but the remediation was proxy related - not the issue here. Every other server has the same proxy setting, but work fine.
Also worth noting is that as I follow up on people having this issue, their using WSUS comes up frequently. WSUS isn't active on our network, though we *are* working on a server. Currently, exactly one test physical workstation has a policy that pushes the connection string to this WSUS, and this server having update issues is *not* it. No other server is impacted by our up-and-coming WSUS server being on the network - they all patch fine. It may be some time before we get this WSUS actually operational, so in the mean time manual patching is the name of the game, so this does need to be resolved.
Below in a code block is my windowsupdate.log. I've purged it and tried running this again so this represents one failed attempt from a completely blank log.
