How to resolve GenericRoaming event id 3 - Windows-Credentials. ASN1 corrupted data

II am running the latest version of Windows 10 (April 2018 Update) which Iinstalled from an iso downloaded from the official Windows 10 Download ISO website and have clean installed on a brand new WD Blue hard drive!

My Windows 10 and other Microsoft apps are updated and I've signed in with and verified my Microsoft Account, but Microsoft Edge has not synced my saved passwords to this PC and I'm getting the following events in the Event Viewer:
