IE in Win2016 can't access a self-signed website

Hello,

I installed a Windows Server 2016 DC, I used it to manage my Windows servers. I want to access some self-signed websites, VMware Web Client, iDRAC and so on, when I open the page, IE tolde me "There is a problem with this website’s security certificate.", it's OK, I click "Continue to this website (not recommended). ", then the page became "This page can’t be displayed" immediately, and the address is "res://ieframe.dll/".

I tried to disable IE Enhanced Secutiry Configuration, and add the web address to "Local intranet" or "Trust sites", but still not working.
