Server 2016 Core - How to clone OS drive?

Hello, I am currently running Server 2016 Core and want to clone the OS disk to a new m.2 SSD and make it bootable. How would I do this in Core mode? If I have to buy some cloning software application I want to first make sure its GUI works in Core mode. Any help would be greatly appreciated.
