I have been using LGPO.exe to backup and apply Group Policy settings for Server 2012, Windows 7, and Windows 10 and have never had this issue come up. When I use LGPO.exe to backup a Server 2016 policy it causes a problem where explorer.exe would go into a crash loop if I go into Settings. The task bar and desktop "blink" on an off and then the Windows start button becomes unusable. I can't even close the Windows Settings window by clicking the X. Oddly Windows 10 does not do this. What's even more strange is just running the backup command lgpo.exe /b causes the problem.
I have tried the newer LGPO.exe v2.21705.29001 but I get the same result. Wondering if anyone has experienced this or has any thoughts.
