Windows 10 Desktop and or Taskbar frozen after every restart and the periodically after restart

So I would like to start out by explaining I have done nothing but research this issue under every thread I can find over the last 48 hours and have tried every single listed fix to not avail. What fixes it temporarily (for about 5 minutes or less) is ctrl+alt+delete to open task manager, then if i just click on any of the active processes once, it seems to unlock the taskbar/desktop. But as I say this is a temporary fix and it is clearly not fixing the root of the problem


Here is what I have tried.

Restart Windows Explorer
Run SFC and CHKDSK
Run DISM Tool
PowerShell Fix
Run System Restore
Enable the User Manager
Disabling Recently Opened Items
Perform a Clean Boot
Create a New User Account

Updated all drivers using driver easy

Updated to the most recent version of bios (non beta version)

Turned off all fast boot/ fast startup options in windows options or in third party software (like my samsung ssd)


SFC/CHKDSK and DISM tool do not find any errors or anything to fix


Powershell fix doesnt work and I just get the below pop up




System restore doesn't work and just fails. And I don't believe I have a restore point before this issue occurred anyway but seeming as nothing else seems to work I tried it anyway.


Enable the User Manager - everything that I'm being told needs to be enabled is.


Disabling Recently Opened Items - is off


Perform a Clean Boot - just leaves me with the same issue I had before the clean boot


Create a New User Account - actually makes the problem worse as I find I cannot even open up the start menu once I've hit the desktop on the new user. Even my feeble ctrl+alt+delete workaround does not resolve that.


Safe mode with networking actually still leaves me with the same issue as what I have in normal boot mode.... And I haven't been able to find any threads anywhere to actually explain what that means. Everywhere I read seems to assume that everything is fine if the issue doesn't appear in safe mode... But it does for me.........


I read somewhere that nVidia drivers had caused a similar issue back in Q4 2016, but I have installed numerous nVidia driver updates since then and I am running the latest drivers. So I can't see how this would be the issue as it has only started occurring for me in the last week or so...


All my drivers are up to date. To my knowledge I am not missing any drivers for any hardware/peripherals currently plugged in. I am running a DVI-I cable, HDMI, ethernet, and 4 USBs (2 for keyboard razer blackwidow chroma, 1 for razer black mamba & 1 for razer firefly)


PC components are intel core i7-5930k with a corsair (I think cant remember and doubt its relevant) liquid cooling unit, 32gb g-skill ripjaw RAM, nvidia geforce GTX 980 Ti waterforce, samsung ssd 860 pro 1tb, and an old WD 2TB. Mobo is asus rampage v extreme.



I am at the end of my tether, and some of the most watered down replies to this issue I have seen have actually come from microsoft which is disappointing. So it is out of desperation I post this in the hope that someone has actually ascertained what the cause of this issue is.


Even when I disable all non microsoft based services this issue still happens which leads me to believe that there is something in the OS that is causing the problem. I have run virus scans and anti malware programs which find nothing. At one point I did manage to restart after updating my BIOS and the issue did not present itself. Foolishly I considered the issue to be fixed and related to the BIOS being out of date so I went as far as switching my fast boot/startup functionality back on... Guess what happened after the restart.... The issue came straight back, and even when switching the fast boot options back off it still doesn't go away.


So, if there is something I haven't tried that isn't listed in this post the please feel free to point it out. Alternatively if you think there is something that I may have done incorrectly, please feel free to point that out too. Although I would like to say, whilst I'm no computer technician, I am fairly PC literate and all of the instructions given by the 30+ websites I have looked at over the last 2 days are pretty clear. So I think it's unlikely to be the case. Although I hope the screen shot I posted of the result of trying to resolve the issue through POWERSHELL might highlight something that is wrong? As this is although something that did not appear to be addressed on any of the websites I looked at.
