Time Zone Changed by System

I am in time zone UTC+1000 (Sydney Australia). Every time I logon or restart in any way (all require a PIN to be entered) the Time Zone reverts to UTC-0500 (Eastern USA). This has only happened since the recent large Windows 10 update. I have scanned for malware etc. and have found no problems. This is really very annoying. Any help please? Thank you.

Bios Time and Windows Time Clock can't by Syncronized. Any adjustment to either one shows a difference of 5 hours in the other.
