KB4103727 fails to install

For some time the above update seems to have downloaded (can't be absolutely sure on this) but Windows Update indicates it is awaiting a restart. I have restarted many time and the message goes away but Update History indicates the installation failed. This has happened multiple times.

Can anyone help, please ?
