Windows 10 updates Problems

I have been experiencing much frustration with the 1709 and 1803 Windows updates. I have followed the troubleshooting guides that are provided including running the wu170509.diagcab diagnostics tool several times always with a disappointing result. I am to the point now where the computer is becoming useless because all it wants to do is to try and install the same updates over and over again. So where I am today is shown in the following to screen shots.

The first screenshot shows that the Windows 10 Version 1803 is Downloading. It has been at 0% for several hours, which leads me to believe that it is not downloading. Also below that is the Microsoft - HIDClass - 5/14/2018 10:00:00AM - 3.3.207.0 update Awaiting Install, that has been awaiting, install, since the 1709 updates shown in the second screenshot.

The second screenshot is the Update History showing two rather curious entries. The first entry says that Feature update To Windows 10 1803 requires a restart to finish installing. It is curious because I just restarted, and the first screenshot says that it is downloading. The second questionable entry is regarding the KB4103727 (1709 update. It shows that there are three entries regarding this update. It shows that it was successfully installed on 5/22/2018, and again successfully installed on 5/24/2018, and then failed to install on 5/25/2018. I'm not a computer guru, but this seems non sequitur.

So the logical question is what is going on and how can I get the Windows Update function to work properly. If there isn't a solution to get the Windows update function working properly, can you at least provide me a way to choose not to install an update or multiple updates on the computer?

I am running a version of Windows 10 that was updated from Windows 7. The rest of the computer's info is in the third screenshot below.
