Windows 10 Freezing in Normal Boot Mode

Hello,

I am having a massive issue with my PC. After days of trying to fix the issue, I have been unable to make any progress at all. I recently bought a new Samsung 970 Evo 500GB NVMe SSD for my PC to replace two old Samsung HDDs. Along with this, I bought a new retail copy of Windows 10 Pro, the USB version of it. I removed both the old Hard Drives (Leaving just my newer WD Black that I use for games and backups) and installed the SSD with no issues. After this I did a clean install via the USB to the SSD. This ran without any issues past getting the motherboard to allow the boot from the usb. The install worked, and I logged in fine. I was working on setting stuff up and then Windows froze. I figured it was no big deal, so just restarted my PC. The story has not changed since then. One of two events happens. Either Windows freezes and I have to restart my PC with no error, or I get a BSOD with the error clock_watchdog_timeout. I will note that this PC worked perfectly fine before this upgrade, the most recent change before hand being a new PSU, and before that an upgrade to my Mobo, memory, CPU, and CPU cooling. I will list both what I have tried to do to fix this issue, along with my hardware.

Hardware:

Motherboard: MSI Gaming M7 ACK

CPU: AMD Ryzen 1700X

CPU Cooler: Corsair H115i Pro

Memory: 16GB (8x2) G.Skill Trident Z RGB 3200

SSD (Boot Device): Samsung 970 Evo 500GB NVMe SSD

HDD: WD Black 1TB

Graphics Card: Nvidia PNY GTX 950 OC (Late edition factory overclock version of card)

PSU: Corsair HX1200i

While I run normally with Ethernet, I also have a MSI Killer Networking Wireless Card that has been taken out during some of the testing, to no avail.

Ways I have Tried to Fix Issue

Windows Updates: The USB Windows seems to be a older copy, so I have tried to update windows. While I got a few in, most of them either result in an error or the system freezes before it can finish.

Updating Drivers: I have updated all drivers through multiple tests on fixing this and it has done nothing.

Resetting Windows: Does not offer even a short term impact.

Installing Windows on Another Drive: I have also tried this using another HDD I have, same results

Memory Testing: I have tested the memory, every check shows OK

Checking SSD: Everything Checks OK, even then the error also happens on another storage device

Resetting BIOS: This had not effect

Applying Chipset/Driver Updates to Processor: No impact at all either

Stop Overclocking: I have overclocked nothing in the PC at any point other than the graphics card (Which was a good 3-4 months ago).

I am starting to give up on fixing this (I likely have tried more ways to fix this issue that I cannot remember). I have narrowed it down to either being Windows or the Processor. As I have said before, this PC worked perfectly fine before hand, upgrade was because the HDD that the system was on seemed close to failing, plus an SSD is way faster than a 7 year old HDD. I really need to have this issue fixed as I need this PC for work and school. When I run the PC in Safe Mode it appears to work with no freezing, which to me rules out it being that the CPU went bad. I can't think of anything else that could be causing this issue, as from what I have read it is an issue between Windows/CPU/Drivers and nothing I have been able to has changed the error even. Any and all help would be amazing. I plan to attempt to make a new Boot drive with all Windows updates on it to install to this PC to see if that fixes it (Maybe the Version of Windows does not work with my CPU?). If that does nothing it rules out Windows leaving the CPU or Drivers. This is why I am so confused, I have tried everything I can find on the topic of this error and nothing has worked for even an hour (The freeze and BSOD happens between 2-10 minutes).

Again, any and all help would be amazing!
