Windows store can't properly install certain apps

Every time I try to install the game "Sea of Thieves", or Paint 3D from the windows store, I get the error "Couldn't install. We'll retry shortly." I have tried uninstalling the app, clearing the store's cache, reverting it to default, and none of that worked. Any suggestions/fixes?
