Cannot open computer offline

I cannot open my new Surface Pro computer offline. My older one works fine, but, if I'm not online, this new one searches for online access without ever opening a field to insert my password. I spent 2 hours this morning trying one option after another for support and never reached a human being. The virtual assistant was not helpful.
