Build issue with Screen Refresh and cannot update to new build

I am running 17661.rs_prerelease.180428-1349 and it does a screen reset about every minute or so. I see on the feedback hub that this seems to be a common fault. Problem is I also can't update to 17677.1000 to get rid of it. It would be nice if I had the physical file so that I could force an upgrade.
