I've used Desktop Themes since their advent with Windows 95. It took me a long time to realize that only the color schemes, cursors, icons, screensavers, sounds, & wallpapers that come with Windows are actually optimized to use with Windows. Everything else that can be acquired in this context causes extra loading time & lag for every process on your PC, rendering non-certified Theme elements totally useless. The average PC user might not notice the difference, but it's there; trust me. Would anyone know a way to get around this? It seems like a major oversight to not accommodate deeper personalization of your OS.
