My laptop was fully updated to WIndows 10 1709. It worked fine although the display driver defaulted to the Microsoft Basic display.
I let Microsoft update install 1803 and fail 6 times before I used the media creation tool to make a USB installation media.
When using the USB stick to boot it starts and gives IRQL not less or equal and tries to reboot which fails again.
I read the advice about drivers and hardware such as SSD's and Broadcomm wifi. So I found a blank (no partitons) hard drive and installed it in the machine. Still the USB stick boots and then gives the same error. I did use the drive before I erased the partitions with no problem.
As an aside
If I run setup from the USB stick on the original drive with a working 1709 image, W10 1803 installs and on boot fails, rolls back and gives a screen telling me the reason for rollback wa 0xC1900101 0x20017 failed in SAFE_OS phase with error during boot.
No need for any logs then as the media will not install to an empty drive.... Machine is an old Dell Inspiron 1300 , yes I know it should be scrapped but it was working fine with a 2.1ghz processor and an SSD with W10 1709.....
