BITS Using Data even when Metered Connection is on

BITS (Background Intelligent Transfer Service) keeps downloading updates even when I set my connection to metered, I've also used the Show or Hide Updates troubleshooter but the update keeps downloading the newest 1803 Feature Update, which I really want to avoid as it affected my laptop just last week. Should I just disable the service? is it safe to do it and does anything else depend on BITS?
