"Always use this app to open .ncukukr files"

Since the most recent Windows 10 update, whenever I start my Surface Pro there is a pop up window with the message "Always use this app to open .ncukukr files" that I can't get rid of. If I click on the window or anywhere else on the desktop the window disappears but how do I get it to stop popping up on every start/restart
