Sound problems

Every once in a while I get static when I'm playing back videos or when I'm on Youtube. Not only that but the video will even slow down and sound distorted. I'm wondering what the problem is. Could Windows sound and video playback be corrupted somehow. Its really annoying. Its making watching videos on Youtube a chore to sit through.
