Add New Language to Languages list in Region & Language in Windows

I am designing a custom keyboard layout for Dotyali language using Microsoft Keyboard Layout Creator 1.4. But while defining a Dotyali as a language for keyboard it does not have any option there and only displays the list of available language in Language list in Region & Language.


The questions here is: how to add keyboard of new language?
