Issue with time in domain, configuration issue?

I have a domain whose 2012 r2 domain controller is running all 5 FSMO roles. It is pointed to a time source, however when I run w32tm /query /status on the server it comes back and says Free-running System Clock. When I run w32tm /query /configuration it has the correct IP address of the NTPserver. Our issue is that time is now about 3 1/2 minutes off from what it should be. Any idea why the source is showing Free-running System Clock? How do I fix this issue? All of my clients are looking at this DC for time.
