Taskbar and Start Menu Broken.

I started my computer this morning and nothing on the taskbar or start menu has loaded. There are no apps present, Cortana doesn't work, and the windows key the start button doesn't work, and I have no access to the computer's settings. The only thing I have access to is the shortcuts saved to my desktop. I can still access windows explorer by folders on the desktop, but once something is minimized, its gone.

I've tried restarting my computer, using a different sign in, and checking for issues with Windows Powershell.
