What is going on with the windows on Desktop since the last update in May 2018? The appear, pop off, can't be clicked/

This is sorta hard to explain but windows come and go, revealing ones under them when not clicked. I click on the taskbar or tasktray icon and before I can get the cursor up in the popup box it goes away. I click a window that would cover up another one and it appears, goes away just leaving the one I wanted to cover. I hope this is explaining it. What is going on. Seemed to happen since the last update.
