Changed profile to local but still takes 30 minutes to login

I am using a Dell 3050 on Windows 10 with latest update. I login to my local login just fine but a coworker who has to login to my PC once a week takes about 15 mins with a roaming profile. I went into Advanced System Settings and changed the profile from roaming to Local and now it takes 45 minutes for him to login..

Not sure what to do to fix this.
