Licensing Server 2016 in redundant VM environment

I'm trying to make heads or tales of microsoft's licensing model for windows server 2016.

I would like to run four virtualized instances of server 2016 (each instance is referred to as an "OSE" apparently?) in a VMWare HA environment: two physical esxi hosts with 2 processers / 10 cores per processor...

I am confused by the "per core" licensing model microsoft is using...do I need to have all twenty cores licensed for each OSE...this would be 80 core licenses. Now extending further, do I need to have licensing for all cores on both physical servers for all four OSEs, bringing the total to 160 core licenses?

Apologies if any of this is unclear or if I'm using confusing terminology, I don't have an IT background although my job occasionally has overlap in that world. This is one of those instances where there's quite a bit of overlap and I'm having to figure it out on the fly. Thanks for the help.
