why doesn't Windows update delete Windows.old ?

After the April update (Windows 10), my Windows.old folder is 44GB big and contains 227,923 files.

In contrast, my Windows folder is 40GB big and contains 123,894 files.


On an SSD, those sizes add up quick - which begs the question: why doesn't a successful windows update delete the Windows.old folder ?


Since Windows doesn't delete it, is it safe for me to delete it manually?

What are the pros of keeping it and what are the cons if I delete it ?
