If the problem was never resolved by Microsoft, this worked for me:
Open regedit by typing it into the Cortana search window. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System and change the setting of the EnableSmartscreen dword from 0 to 1 by right-clicking on it and selecting "Modify." The Windows 10 Defender Smartscreen Apps and Files Option will still be greyed out but the setting is changed to "Warn" instead of "Off." Verifiable only after computer restart.
