Windows Phone dialer stopped functioning on my Windows 10 PC

After installing a new USB data fax voice modem on my Windows 10 PC (Windows 10 64-bit Home edition),

Windows Phone dialer stopped functioning.

I can still open it up and get the dial-pad with all the speed dial contacts I had

saved. But - instead of making a call and taking my attached USB modem "off the hook",

a small window appears for a microsecond and then disappers and the call is never made.

This is the usual window pop-up that always appears and allows me to click on

the "Talk" or "Hang-up" buttons on the window itself.

The modem does have voice capabilities, but I never hear a dial-tone, etc. from the speakers connected

to my sound card.

The data and fax functions on the modem work flawlessly with me sending and receiving a fax from the

computer with this new USB modem in using Windows Fax and Scan.

The app or Windows phone dialer program is not something I installed; it is one that comes with the

Windows 10 OS from Microsoft.

Please respond on how I can fix this.

ps. Is there still any program out there that will allow me to use a USB data-fax-voice modem connected to my PC

to turn my PC when the program is open into a full-function duplex speaker phone? I want to use my dial-up

land line for this as well as faxing. I have no interest in making or receiving telephone calls or faxes

over my high speed internet connection as one can do with Vonage.
