Windows Process Activation Service won't start -- Error 2: the system cannot find the file specified

I'm a web developer and I use IIS daily. I installed a Windows update yesterday (May 29, 2018) and ever since then my IIS will not start. Through my own investigation, I found out that the WAS service isn't starting. And using Process Monitor, I found that WAS seems to be expecting to find the file "C:\Windows\System32\inetsrv\Config\applicationHost.config.tmp". That file does not exist. I'm not sure how to resolve this issue. Any help you could provide would be greatly appreciated. Thanks!
