After Upgrade to 1803, Hello opens and then closes, can't configure fingerprint reader

My fingerprint reader was working fine on Windows 10 1703? until I did a Custom install to the 1803 Windows 10 version. Now I cannot configure the fingerprint reader using Hello. The app just opens and closes immediately. This was a clean install. It has never worked on this new version. How to I reinstall or repair Hello? Is this a permissions issue? I have tried updating group policy to allow biometrics, but it did not help.
