internet connection sharing as a wifi hotspot

A feature in windows 10 allows a client connected to my router to become a wifi hotspot, and so, that client can share the internet connection to a number of clients without my permission. How can I know who these clients are, and how can I allow/disallow these clients from doing so? My router manufacturer says their products have no way to control this.
