Keyboard Caps Lock Automatically Turns On (Running Windows 10 on Surface Pro (v5))

My caps lock is automatically turning itself on when I open certain applications. My initial thought was it was just saving whether my caps was on during last use, I have been unable to confirm this, but it is really irritating. Is this a "feature" that is supposed to be helpful or a bug? Is there any way of preventing/fixing this?
