msconfig is corrupting my boot files.

Firstly, I am using Windows 10, Version 1803.

When I execute the msconfig command, System Configuration opens and the General tab has the 'selective startup' selected and checkmark on 'Load system services' and 'Load startup Items'. 'Use original boot configuration is unchecked.

The problems start if I Select 'Normal startup' and then restart the computer. When I try to restart the boot config is corrupt and windows says it cannot start. I can't use F8 but I can use my Windows disk and open Repair, however, Boot Recovery does not work and I also cannot use restore because evidently the disk cannot be recogniced after using 'Normal startup'. My boot order is correct in bios and the only way I have been able to correct this issue is to reload the disk from backup. I have done this several times with the same result.

Has anyone seen this before?
