cannot set up Windows Hello

It says I already have it set up on another account, but I don't have another account now. I had another user account originally, but wanted to change the name and the suggestion was to set up another user account and delete the old. So I did. Did this cause the problem? Because in the first place, why does the system assign your user name instead of letting you enter it yourself?
