windows 10 critical error and start not shutting down.

I have two Windows 10 problems: 1-Cannot shut down windows 10 from " start" 2- Windows critical error Start menu and Cortana not working. I uploaded Windows 10 when they offer the free upgrade some time ago, everything was good untill about six months ago, when problem #1 started, last week problen #2 started, can someone help me?
