Mandatory secured windows 10 tiles

Hi, I've got a client asking for secured tiles on windows 10, to my knowledge, it is something windows 10 doesn't do. The aim is to have mandatory and secured tiles the user won't be able to change and have the possibility to add and remove other tiles. Do you have a supported solution or a strong tweak solution for this need ?
