Can't activate server 2016 from standard to datacenter, gets to 100% restarts and still not activated

The key has worked on all our other 2016 servers but just wont activate on final one, we have many licences so thats not the problem.

Also I have tried using cmd and dism to activate and get error 14081. This is drving me crazy HELP!!
