I am trying to load an App server for our ERP system, Epicor, in a VM ran by 2012. When doing the App Server I get an error that says:

I have replaced the dll with one from a good server and registered it, and it didn't work. I have tried all the command prompts I can think of and still having no luck. Ran sfc /scannow, dism health, etc....
What is going on and how can I fix it?
