Why do Windows Speech Recognition doesn't use the same algorithm as Cortana ?

Windows Speech Recognition is pretty inneficient for me, while Cortana seems to be much better. Why would they keep Windows speech recognition system ?


More over, Windows Speech Recognition system offers so few options to train and correct it ... A good speech recognition system could be great !
