How to fix 0x0000098 error please help me

I want to install windows 10 on my PC but when I try to install after extracting the iso file and running setup..exe it completes formalities and then start installing when it finishes the PC reboot and a screen comes with 0x0000098 error and after it rollbacks and I have tried another method to do so I have tried to make a bootable pen drive for it and the size of my pen drive is 16 gb but when I insert it and boot from it after some time the same screen comes but without any repair tools. Please help me to solve my problem.
