I am opening a new thread because these problems are experienced by many since the latest WIndows 10 Update (Guess 1803). My situation: No operable Windows 10 System for 3 weeks; no credible solutions.
Previous thread was opened in 2015 - and has gone into 8 pages (if you are patient enough - you can get to the latest reports towards the end of that thread).
In summary: At restart after the latest update (think Windows 10 Ver 1803) you may see one or the other of above messages (some times desktop missing message). There is absolutely no Windows functionality remaining. Also the Internet connection is disabled or blocked.
If you know deep stuff; you can access some services and browser using Win+R; also can get to msconfig via Task Manager (click on file tab). Then you can do things like dism health check; and sfc/scan now; or Chkdsk. All these takes time, but in my case, no problems were found. You also can get into Advanced Recovery Options at boot time (Press shift+restart). None of the options there was any help (for example - no recovery point found). I guess the Registry is damaged.
Clean installation: you can create a Windows Installation Media in a USB stick (using another Windows PC/ Laptop).
Beware: From the reports I have seen, you do not get the usual options to keep your data files and/or program files. Only thing possible is a complete wipe out - as it says a 'clean' installation (you might say cleaner than clean). I am not at all keen to do this; hance waiting for the next release of Windows Update (later than 1803), (hopefully, that would give me the option of "repair".
I contacted Windows 10 Support Staff - they act as if they haven't heard this problem. May be they do not give a damn for all these community posts. Looking at all manner of forums that reported this problem, this issue is causing a huge productivity loss.
I wonder whether one or more Windows Community members would know EU Politicians. Why: They are capable of shaking the Microsoft Tree and wake up its sleepy inhabitants. Considering the productivity loss and time and energy wasted by the Windows 10 users, I would suggest EU should seek to impose penalties on Microsoft unless they improve and be more responsive to severe problems such as the one being reported by many.
