Hello,
I am trying to build a Windows Server 2016 template for VMWare and I am hitting a problem with trying to install the initial set of Windows Updates.
Symptoms:
The server would attempt to download updates directly from Microsoft and will stay stuck downloading at 95% for hours and will never complete. TiWorker.exe is constantly maxing out 12-13% of an 8 vCPU VM and occasionally svchost.exe would use some CPU cycles. The CBS.log shows these messages after trying to stage the update packages:

Environment:
The server is a VM running on VMWare ESXi 6.5 Update 1 and is a fresh install off the volume licensing ISO with nothing other than VMWare Tools 10.1.7 installed on it.
The only thing not "typical" about this build is that Windows Updates is going through a proxy server (which works fine for updating Windows Server 2012 R2).
Other Information:
I looked in the CBS.log file and the process to expand or download the update package of the latest Cumulative Update (KB4038782) seems to be stuck in some kind of loop. I tried building a similar VM at home using VMWare Workstation Player 12.5 and it updates fine, but does not use a proxy server.
Any help or ideas would be appreciated.
