Alt + Win in Windows ink

When I go to use my Dell Active pen in Onenote sometimes a box appears around my pen cursor appears with either "Alt" or "Alt + Win" in the box. When this occurs my keyboard no longer functions and I am left to restarting my computer in order to fix it. What is causing this and how to I fix it?


All drivers are updated and installed.
