After the most recent update, I've been experiencing issues with the desktop.
When hovering over icons, it is slightly delayed, which is aggravating at a high refresh rate.
Also, sometimes, when I hover over each icon they will turn black, one by one, and they will stay that way until I restart windows explorer from task manager. I have no additional context menu addons installed, and no one else seems to have this problem online. Even performing a clean boot produces the same issue.

The skipping seen in the gif is not from the degraded quality if gifs, but the issue in windows itself.
I am on Windows 10 version 1803 (Build 17134.81)
My windows install and desktop folder are on an SSD with plenty of remaining space.
If you have any suggestions, please let me know.
