Windows 10 build 1803

Hello -- My laptop seems to be in the process of updating w10 to build 1803 --- But I am confused about this --- It seems

that after several re-boot the status of the 1803 update is still "Requires a restart to finish installing"


In addition the status indicates that its "download features" but, the percentage does not seem to change -- its at 0


Is something broken here?
