Problem with Win 10 1803 very dim

I am trying to update my supply of Asus K50ij and K60ij laptops to Windows 10 1803 from 1709. What I am seeing is that the installed 1803 has a very dim picture and does not respond to the brightness controls the way 1709 did. Using the slider in the Display Settings of Win 10, 1709 dims and brightens correctly with the mouse. 1803 shows no difference sliding from 100% to 0% and back again. The same occurs using the keyboard controls. 1709 dims and brightens using the keyboard function keys. 1803 does not respond in any way to the brightness function keys. Both lines of computers use the same display chipset [Mobile Intel(R) 4 Series Express Chipset Family (Microsoft Corporation - WDDM 1.1] with the same Device Driver [Intel Corporation; 3/11/2013; version 8.15.10.2702]. This is the same driver used in BOTH Windows 10 - 1709 and Windows 10 - 1803. Attempts to update the driver fail with the comment that the system already has the best driver installed.

I have studied this problem online and performed all recommended solutions to no affect. I have gone through the Power and Sleep SETTINGS menu, to change the Advanced Power Settings for the Display. I set brightness to 100% and dimmed brightness to 100% and turned off adaptive brightness. Nothing changed. I even went through the color management procedures to set Gausian values, Contrast and Brightness. There was not much change.

I noticed that while booting, the screen display is bright while under BIOS control, but when Windows 10 (1803) starts booting, the screen switches to DIM and stays that way all the time Windows 10 is running.

I tried out another laptop that still had 1709 loaded and verified the Windows 10 screens were bright and the brightness was controllable from both the SETTINGS menu in Windows 10 as well as the keyboard. I then upgraded to 1803 and noticed that the dimming condition started sometime in the middle of the upgrade and remained for the final installation. Screens were dimmed and hard to read and all the brightness controls stopped working. I then chose one of the dim earlier laptops I had upgraded to 1803 and went through the uninstall procedures for the 1803 upgrade. The system reinstalled the 1709 version from the Windows.old folder and when it was completed, my display was super-bright and colorful and the brightness controls all worked as designed.

I can put all my systems back to 1709 level to sell them that way with bright screens, but my customers would be the losers because as soon as Windows 10 upgraded to 1803, they would be stuck with dim and mostly useless laptops. Is there a solution to this 1803 dimming problem? Installing 1803 causes the condition and removing it fixes it. There is no hardware change or driver change involved. Thanks for any help.
