This problem is occuring on Windows 10 Version 1803 on a Dell touchscreen laptop.
After about a month of ignoring the problem I've decided it's quite annoying to have these icons bouncing around in my taskbar, considering they push the application icons too and sometimes cause misclicks, opening other applications entirely or just plain dodging my clicks.
Issue
The issue is that my system icons (volume, internet connection, battery, etc.) seem to be moving left and right continuously, "pushing" my application icons together. The issue starts right after the Language Preference icon and ends with the first application in my taskbar, right before the Task View icon. They are not moving vertically, just horizontally, and remain within the bounds of the taskbar.
Some troubleshooting I've personally run through:
1) Locking the taskbar (did nothing disabling and re-enabling the feature, even with restarts)
2) Clean booting the computer (both after disabling all startup applications and doing msconfig and disabling all non-windows features there too)
3) Ending process explorer.exe and restarting it in task manager
4) Disabling touchscreen (as mentioned this is a Dell touchscreen laptop so I figured maybe it was the touchscreen being faulty, but after disabling it and not having a fix I quickly ruled this out)
I spent quite a while chatting with some technical support personnel from microsoft but find it so upsetting that, after basic troubleshooting suggestions I have explicitly mentioned I tried and failed at, I was given the option of paying for a certified microsoft technician to remotely access my computer (as explained to me: to manually look into the issue) or to basically go figure it out myself. I'm decently tech savvy, and have looked at around 10+ different articles and posts on the microsoft support site to still not have a fix for this seemingly simple issue. For me to pay for someone to remotely access my computer to complete a few steps I could probably easily do myself is absurd and I view that as an unhealthy company practice.
Regardless here I am, hoping someone in the community can help me figure out what few steps im supposed to take without making me get a premium membership first. Thanks in advance for everyones time and help with this issue, I greatly appreciate it.
