RDS CAL requirement for single-user GUI access on AWS or Azure

Sometimes these machines are needed for research purposes as the machines have a good CPUs, GPUs and/or large amount of memory. However, it is no good to deploy Windows client on cloud.


Is RDS CAL required if the account holder of the cloud service is the only user to the VM which is not intended to provide server services for others?

Examples including a personal user running MATLAB on cloud.
