I just downloaded the Evaluation Version of Windows Server 2016 and began to experiment since I'm trying to support this version at a customer's office. I wanted to put the traditional "This PC" and "Network" on the Administrator's desktop. So, I did the following:
Right-click on the desktop and choose "Personalize"
Left-click on "Themes"
Select "Decktop icon settings"
Receive the following error:
So, I went to: Control Panel\All Control Panel Items\Personalization
and chose "Change desktop icons"
No error and I could select the desktop icons I wanted to display!
Thank heavens for the archaic, old, non-modern, and sensible Control panel.
This says to me that there's an apparent inconsistency in the treatment of administrator permissions.
BTW, I find nothing in the Windows logs to expand on the above error!
BTW, I'm seeing similar (if not identical) occurrences in Windows 10 Pro on a domain.
Hope this gets cleared up soon.
