Internet Explorer not showing up in the windows search function of Windows Server 2016

Hello, when I type in "Internet Explorer" into the windows search function, I only see the two matches "Change the search provider in Internet Explorer" and "Turn autocomplete in Internet Explorer on or off". I have tried numerous things to fix this, nothing works and I ran out of things to do on google.

OS: Windows Server 2016 (Desktop Experience)

Things that I have done:

- Started and set the "Windows Search" service to Automatic (Delayed Start)

- IE Enchanced Security is set to off

- All firewalls are disabled

- Checked the option "Always search file names and contents" inside folder and search options

- Ran a "sfc /scannow" in an admin privileged command prompt

- Added an "Internet Explorer" shortcut to the "Windows Accessories" folder and manually restarted the windows search index

- Restarted my machine after each of these steps

So, the closest I have gotten to an answer is from running the troubleshooter on the Search and Index program.

After running the troubleshooter I get:

Problems found: "Incorrect permissions on Windows Search directories Not Fixed"

Then when I click on "View detailed information" I get:

Issues found:

"Inoccrect permissions on Windows Search directories Not Fixed"

"Restore correct permissions onWindows Search directories Completed"

The account that I am on is the only local admin. I am running this machine off of a Hyper-V VM, so there is only a single local admin account.

Any help would be great, thank you.
